GOALS and OBJECTIVES

GOAL 1: PURSUE EXCELLENCE IN INSTRUCTION

In this goal, they could sustain their level and if possible, it would rise up to the next level. They are planning to developed the standard in teaching in every courses. It helps the new fresh high school graduates to enroll in our university because of the new courses that they offered, and through that, it must be handed with a good facilities and a good professors and instructors to aim their standard curriculum for global competitiveness.

GOAL 2: Pursue Excellence in Research

In this goal, emphasizes the totality of result of producing a best quality research.Through the cooperation of some organization and from the university itself, we could be known as one of the universities which can produce best research. The University is lack of teachers that should be able to help the students in their research and also the lack of facilities. No matter what we say or do, we should always strive to make our very best.

GOAL 3: Pursue Excellence in Extension

In this goal, it talks about the collaboration outside the university wherein with the help of other partnership, we can attain to have the excellence mark by means of collaborative method. In community outreached program, it is good for the students in this university because it is somehow a tool for quality assurance of the learning opportunities for children and young people outside of normal lesson time delivered as part of schools' extended services.

GOAL 4: Establish the Center of Energy and Environment

In this goal, it is emphasize the research works related to conserving the energy and environment. There were so many problems in the university that should be solved, but if there's a way that students and other stakeholders can support it to promote this center, it could come up a good output on this plan.Through this an individual can give importance to the environment and learn how to be an agent of change. The university thinks of the ways how to maximize the research work by giving equipments to the researchers.

GOAL 5: Promote Student Affairs, Welfare and Success

In this goal, it talks about the over all and standard of a student. It said that a student should be competitive and more knowledgeable in many aspects that will enhance their skills, competences and qualities which could help them to be successful in their fields. By this plan of the university, they give importance of the students in the campus and developed their skills and abilities and to enhanced more on it.

GOAL 6: Maximize Library and other Resource Support to the Teaching

In this goal, they are more on reconstructing and constructing infrastructure that would help to improve students learning skills. By this, they could also sustain the qualities of the learning center. But for me, E-library is very useless for the reason that we could not access in the internet whenever we want to and we cannot directly save our work because we cannot find yahoo-mail and if we use flask disk, our files will be corrupted. Some of the websites are not available, some were blocked. the internet access is so slow and because of that, many students complained and they rather go to an internet cafe.In the Library, they should give importance because not all books are available there and somehow, the area is quite hot.

GOAL 7: Implement Massive Infrastructure Development

In this goal, all equipments which are needed in building up the university are quiet difficult to achieve but if they would start to put it up, then there is no impossible. I suggest that the university have a small church, so that the students want to pray, they went to the small church.

GOAL 8: Implement Massive Information and Communications Technology (ICT) Development.

In this goal, some of the students do not know how to operate computers even some of the teachers. I would suggest that there should be a computer class so that while the university is busy in improving the ICT, also the students and teachers will not be left behind for some new advancement of ICT or technology. Nowadays, people and other jobs are dealing with high technologies; it is a good plan for the students and to the teachers. It is a big deal because the mission of the school is to develop a high competence student.

GOAL 9: Pursue Outstanding Human and Organizational Development

In this goal, students, teachers and other stakeholders were involved in this plan are the people who are important to implement this goal. It will helped the communication and the relationship of the students and other people. They must helped each other in case there's a problem in the campus. It will have a strong bond of the learners and the stakeholders. But some of the organizations here in the campus right now where not able to do their duties as a responsible leader in an organization.

GOAL 10: : Ensure more Efficient and Effective Resource Management and Generation

In this goal, sometimes financial is the main issue in a particular area, the budgeting of money shall be implements and observed quietly. Some of the organization in the university were not spanding the budget properly. They cannot present any liquidation and receipt. They must have an update the accounts of the students and explain the students on why and how their payments are increased, because we sometimes knocked our knees when we saw our balanced increased without knowing why.

Obstacle in IT in Educational Practices

_The obstacle in information technology in education is the technology become the most dependable gadgets we used for our daily living. We cannot deny the fact that we work , communicate directly and acquire information in a fastest using e-technology. By the use of ICT in the classroom is very important for providing the opportunities for students to learn to operate in an information age.Studying the obstacles to the use of ICT in education may assist the educators to overcome these barriers and become successful technology adopters in the future.
_Lack of teacher competence.Another barrier, which is directly related to teacher confidence,is teachers competence in integrating ICT.There are many teachers lacked of knowledge and skills to use computers and were not enthusiastic about the changes and integration of supplementary learning associated with bringing
computers into their teaching practices.
_Lack of time, many teachers have competence and confidence in using computers in the classroom, but they still make little use of technologies because they do not have enough time.
_Lack of effective training, study was that there were not enough training opportunities for teachers in the use of ICTs in a classroom environment.
_Lack of accessibility, The lack of accessibility to resources as a barrier is closely related to several other key issues which can themselves be considered barriers to teachers’ use of ICT.
_Lack of technical support, with both good technical support in the classroom and whole-school resources, teachers cannot be expected to overcome the barriers preventing them from using ICT.

ICT Policies and Strategies

*NEW ZEALAND

-As I can see the ICT policies and strategies of New Zealand, New Zealand is the world's highest access to telecommunications per capita, with the cost of accessing the internet being almost as low as it is in the united states.New Zealanders have been buying computers, signing up to enternet service provider's , and going online at an internationally impressive rate. Information and Communication Technologies (ICT) strategies for school, 2002-2004 has been developed in consultation with schools, researchers, tertiary education providers, business, and others. The international research project New Zealand participated in, and the information communication technologies .
-I have notice that it has a big contribution to the learners and teachers, ICT is responsible for professional development in schools and they improves administartive efficiency at the level of the classroom and the schools.

*AUSTRALIA

-The Australia they with its vast territories and despersed population has long been known for its successful distance education programmes to provide education to those who live in remote places in the outback.
* There are 5 keys action areas concerning the manner of ICT introduction are specified:
1. People- improved learning outcomes for students, supported by educational leaders, teachers and administration.
2. Infrastructure- access to an advanced ICT infrastructure that supports teaching and learning.
3. Content and services- application of online resources and services that supports continuous improvement in curricula.
4.Supporting policies- policies that support the integration of ICTs in schools.
5. Enabling Regulation- A legal framework in Australia that supports rather than inhibits the use of new ICTs to enhance learning.
These keys are very important to us because it is the highest priorities identified are insuring that sufficient bandwidth is available to all schools at affordable rates, providing both pre-service and ongoing professional development for all teachers and students must have access to quality digital resources that supports the curricula.

*HONGKONG

-In HONGKONG the strategy outlines aims to harness the power of ICT to turn schools into dynamic and innovative learning institutions, where students can become more motivated, inquisitive, creative and independent lifelong learners. The government will provide schools with a threshold level of hardware, technical support and an appropriate network infrastructure for collaboration and communication between the educational sectors and the community.Teachers will be trained at four different levels to become effective facilitators, guiding the students to play a more active role in learning.

*SINGAPORE

-When the first masterplan was launched in 1997, the underlying rationale behind the plan was that sudents needed to acquire skills such as the ability to think independently and creativity, to be competent and confident problem- solvers, and to be life- long learners. Teachers are the key to the effective use of IT to enhance teaching and learning. The focus of professional development is to create sustainable proficiency and to meet the varied needs of our teacher who are at different stages of IT use in their curriculum. Teachers should also be supported and recognised for their efforts in using IT.
As teachers and pupils will increasingly be accessing rich online resources, access should be readily available as and when needed. The infrastructure should be able to support the delivery of rich multimedia instructional content.

*MALAYSIA

-Malaysia was implemented the first computer system in 1996, the government has introduced various initiatives to facilitate the greater integration of ICT to improve capacities in every area of life, including the enhancement of education and training programme. The education system is in the process of being transformed, to create a new generation of more creative and innovative Malaysians who are adept with new technologies and able to access and manage the information explosion. Furthermore, “Vision 2020”, Malaysia's long-term vision, calls for sustained, productivity-driven growth, possible only with a technologically literate, critically thinking workforce, prepared to participate fully in the global economy of the 21st century.
